Indeed, Jevons Paradox tells us that energy efficiency improvements results in more energy being consumed, not less. The only ways around this are:
* Using the savings to spend on renewables/nuclear or some other low carbon technology.
* Carbon taxes
* If the cost of the improvement doesn't pay back for many years, it may be that you don't go spending the savings. However, if the initial cost is that much, it may have an excessive embedded energy cost.
