It's a mill for making window lead or calme/came and is a rare bit of kit. I was lucky enough to buy two of them from a friend of mine who deals in old tools etc and bought them as a combined birthday and Christmas present for myself much to my wife's' dismay even though I told her I'd never seen them before only pictures of them...
This picture is taken from Modern Plumbing Practice first published in a series of papers between 1883 and 1888 by J Wright Clarke and republished after his death in 1914, and shows the mill on the left of the picture which I think dates from maybe the middle of the 19th century onwards.

The chaps at 2 and 3 are shown using a mill and, although it's small in size it does need the big handle to turn it when squeezing the lead through. I have yet to cast some lead the correct size to see how it works but I've tried just a small strip and it is hard work. Good job it has a large handle which is well out of proportion for such a small machine.
No 4 is pouring molten lead into a die to cast short lengths of came. I need one of these if anyone has one please...
No 4 is stretching the came to straighten it and perhaps to thin it a little. Must get kitted out in some clothes like them... 8)
