The Gladstone connection sound promising. He founded the National Liberal Club and a library near Hawarden but the style does really match either of these places. Certainly not Pugin. The decor looks very town hall/public building with horrible light fttings (other than the chadelier) and out of keeping 'elf & safety rails.

Barton Arcade... so we have Manchester, the designers Corbett, Raby and Sawyer, and Walter Macfarlane's Saracen Glass Factory in Glasgow to play with.

I'd kick myself if it was Manchester, considering that I lived there for ten years. The stylistically not-unrelated Town Hall and John Ryland Library come to mind.

Well Gareth Hughes has corectly identified the clue and cloudscape 's given us Walter Macfarlane as the connection.

is also correct, though it did not start life as a puplic building. So if you marry all that together, you should end up somewhere in The Empire's Second City.

Somehow, when I first saw the picture and someone mentioned that it looked like a civic building from the fittings, I thought of Glasgow!

Woohoo - I got one.

Many will recall I have relatives in UIlappol I visit regularly, and pass by Inverness. As I looked at the photo, I thought... hmm that sky/skyline looks like Inverness with the Black Isle in the background, and the stone has a very familiar hue. And the grass looks like Fort George just outside inverness; visited not so long ago.

A quick Google of "Fort George Chapel Inverness" and hey presto!

"Fort George, Ardersier, Highland, Scotland, is a large 18th century fortress near Inverness with perhaps the mightiest artillery fortifications in Europe. It was built to pacify the Scottish Highlands in the aftermath of the Jacobite rising of 1745, replacing an earlier Fort George built with the same aim after the 1715 Jacobite rising. The fortress has never been attacked, and has remained in continuous use as a garrison. Based on a Star fort design, it remains virtually unaltered, and nowadays is open to visitors with exhibits and recreations showing use at different periods, while still serving as army barracks. Well worth a visit - the chapel apparently designed by Robert Adam is the regimental chapel. Adam's construction company built the fort.

I thought the first one looked like a model, and the second was a computer recreation. In both photos, the windows look odd to me.
