Guess it must depend on the CO, yours is obviously far more stringent than ours. There are several things that we assumed that we'd need LBC for but which our CO is happy to approve without us needing to apply for it. For instance, our underfloor heating (that we fully expected to need LBC for), he's approved and said we didn't need LBC, but we're applying for it anyway as we don't want to pay VAT!
