It's a pity this whole thing couldn't be implemented like the vehicle MOT (not that I mean it should be done every year though!!!). If you buy a used car, an MOT certificate will give you a degree of reassurance about its condition, albeit not a guarantee. But it's not a legal requirement for the sale itself. If you buy a wreck of a used car that you intend to restore then you'd be quite happy to buy without an MOT certificate.
