Frankly, reading the extended documentation, it is just going to be another money spinner for the Solicitors, Surveyors (as qualified) and of course the Energy Management Surveyors?? as well as woodwormers dry rotters, damp proof injectors. and uncle Tom Cobbley and all....

they assume a cost to the seller of about £1000.00 to be prepared before the property is offered for sale.

so we will see firms appearing saying "come to us and we will get your HIPS report for only £999.00 to 1999.00

and who will police them? like policing the rest of the above list.
I gather some of the big firms have invested pretty large sums in "training" surveyors.. (but who trains the trainer, and for how much?)

but we have said all this and still it goes on.

Sorry but I do not think there was anything wrong with 'caveat emptor'

Yes, another way to take money off people.

It would have been completely pointless when I got this house, just a waste of money that could be ill afforded at the time.

Its funny, some people say its a good idea, yet most dont pay for a survey when they buy... so perhaps people think its a good idea for others but not themselves. who knows, but one thing says it all, the number of buyers that do and dont choose surveys.

One of these days Nanny is going to get taken outside and 'talked to.'

I find the HIP one of the most depressing ideas that I have ever thought about.
When I sell my house I'm going to be forced to spend a large sum of money to tell others about my house.
At the same time I'm not going to be trusting the HIP of the house I am going to buy for all sorts of reasons.

This is milking the housing market.

How will sellers deal with HIPs that contain information that isnt even close to correct? For example professional opinions on this house have been way out in some respects.

Would that be your draught mild or your draught bitter? Could they be the reason for your being carried out feet first?

I rather tend towards Bower1's point-of-view. I think these HIP's might arm the seller rather better for resisting buyer demands to reduce the price.

The buyer will be making an offer based on a "warts-and-all" HCR, so the seller can justifiably refuse any price reductions.

Mind you, this is all theoretical. Ultimately a house is worth what someone is prepared to pay for it. So the negotiations will still come down to who has the stronger nerve - the buyer or the seller.

But I'd still rather the bloody HIP thing just died a death.

I am afraid this is not going to go away

my researches indicate a very strong feeling in the professional
field, that HIP is the way forward.

I honestly see no direct evidence of this failing to be implemented.

Sadly it is politically correct and appeals to the energy saving group (which I am all for incidentally) but I do not want to see a sledghammer
taken to crack a small nut,

I still feel that there is nothing intrinsically wrong with the current system.

please do not get me wrong.. I support anything that will reduce energy waste and I do take global warming seriously.

What I do not approve of is makework and uneccessary paperwork
handled by bandwagoners who see a way of screwing money out of the
people who wish to move house.

as I keep saying (this time is the last) I see nothing wrong with the system as it is at present, there is no need to change it, just educate purchasers a little more as to what they need to look for.

Just to clarify, in case there is any confusion, the HIP has nothing to do with condition of the property. For that the seller would need to invest extra in a voluntary home condition report - I imagine few will be doing this initially.

But won't the HCR form part of the HIP (eventually!).

It may do eventually David but at the moment it is voluntary. So the HIP is at present the same stuff we would normally have done - solicitors, searches, etc, - except now we will have to do it up front and the seller pays for it instead of the buyer. The only additional report is the energy certificate which you should be able to get for about £70-£90.

If the HCR does become compulsory, which I have my doubts personally, I think we are talking some way off in the future.

Excuse moi, but shouldn,t it be up to the owner of the property to decide and choose if he wants to sell his house without an MOT certificate.

Nanny does not say you need one for your car , you just take your house to the dealer ( estate agent) and tell them to flogg it without an MOT test, if they wants any commission.

Failing that, if a keen prospective buyer loves your house, he will tell the est.agent he will get his own " MOT ".

HCR seems rather pointless for the many homes in poor condition that change hands every year. Auctioned houses, BARs and so on etc. Nowt short of tekin t' piss really.

There will be a new breed of energy inspectors for energy certificates. The exact criteria is not available yet - apparently full details will be issued in Jan/Feb - but some training providers are already offering courses running at about £2500-£3500 depending on previous experience.

Fully qualified Home Inspectors will also be able to do them as long as they have completed the energy module, and I have been offered a top up course to my SAP energy qualification, so it looks like existing SAP surveyors will be able to do them as well.

In the not too distant future an energy certificate will also be needed every time a property is rented.

How much of this is actually going to become law and where does the law stand on proper private sales. Did anyone see the Money Programme the other day about the downfall of estate agents and the rise in private sales over the internet? Will it actually be illegal for property to change hands without at least the minimum paperwork?
