Since I can no longer buy red/black wiring I'll have to use the new colour wiring, which is OK, and I don't need to tell anyone about anything.

Water should have a 10mm2 earth cable run to it, i assume it changes to copper with a stopcock, if so put the clamp after the stopcock on the consumers side before any bend or t.
The oil should also have a main bond where the pipe enters the building and again run back to the consumer unit.
A utility room is not a special location.Supplementary bonding is not required, but would do no harm, i clamp on the hot 1 on the cold
