Sadly no, it's just the joist and floorboards being put down. I never had this issue where I used to live, now I'm back in London it's really difficult finding someone. One other came and wanted £300 but then I googled his name and discovered he had run off with peoples money.

I'm assuming he means the one row of bricks on the living area side and not those housing the joists on the lean-to side?
I can understand that he's trying to keep it simple and cheap but the idea of a bed of cement mortar over a 2x4 timber to support the boards does not give me much confidence - and seems to me to get you right back to where you started with the boards screwed down through the mortar?

That's what I said to him but he said that it is just to level it and will mostly in tje wood rather than brick sitation I have now I also said I wanted nails and not screws but he said the screws would be thin and hidden in the wood.
I wish I had kept the laminate
. But on the plus side at least it's cheaper.

I suspect the idea would be to put the first board down whilst the cement is still wet so that it compresses and finds its level. Probably with all the foot traffic putting down the rest of the floor the first board will bounce and compress the cement further leaving it basically unsupported. If he intends somehow tying the 4x2 into the joist ends that might be a bit more useful. It still leaves you with essentially two floors with no through ventilation.
You really need the support to go front to back perpendicular to the floorboards. You can get under the main part of the floor can't you?
