Perhaps the chap in Gareth's picture couldn't keep up, either.

Good explanation, now it makes sense, this must be an early version of a safety harness for working at height on buildings. The workers, or "peasants" in days of yore, must have kept falling off before they could get to the roofs/ gutters etc. and complete repairs. An enterprising soul who was either concerned for their well being, or just anxious to have his manor house fixed, devised this to support them as they worked. My apologies to Mr Hughes, he was obviously trying to enlighten us as to historically accurate personal protection equipment.
