This is only right if you do not check that the waste removal contractor is licensed.
If they are licensed to remove waste you are not liable, but I doubt many licensed contractors flytip.
Bear in mind any contractor removing waste form your home, joiner, plumber, electrician, builder will all need a license to remove the waste they produce doing the job for you.
