I live in a flat in a Grade II listed building and have tried for over 2 years to replace 6 wooden sashwindows with new hardwood windows including double glazing. Several precedents exist in my flat and in the building. My application for Listed Building Consent, (LBC), was refused by my local Planning Authority and dismissed on appeal be the Planning Inspectorate as alleged historic fabric might be lost and the windows might be repairable. Repair quotations exceed that for replacement.
I believe that listed building legislation and LBC procedures need radical overhaul. What do others think?
