Well since we are speculating, how eccentric were past owners? May be they had them made to allow their budgie access to other rooms at will, with out leaving the doors open.

No, I think they were put their specifically to torment a future owner as to their likely use.
What you do know is whatever they were put in for was clearly deemed unnecessary, in time.

Seeing that we all seem to have gone batty (must be the lockdown), I will say that my immediate thought on seeing the first photo was that someone had buried a cup cake in the wall!

That reminds me of a friend in a neighbouring village who keeps pet parrots. She has a very large conservatory but has given it over entirely to the parrots, complete with large tree branches spanning the entire width. Not that they are confined there, oh no, they also have the run (flight?) of the house and it's not unusual to have them sweeping overhead while sitting and chatting. However, she doesn't have bespoke holes above the doors for this purpose.

Well, of course, kids being kids - one day no adults were about so I spoke to Parker and found out why I (age about 5) was not supposed to speak to him.
"Hello Parker".
"F*** Off!"
Turns out he had am amazing repartee of swear words and insults, as he used to live in a pub.
No holes above doors though, the doors were just propped open to give him free reign.
