Yes what you are suggesting sounds like the normal way to fix skirting. It might be good to affix a wooden spacer where you screw so that the skirting when screwed tight is level with the plaster (I assume that the plaster doesn't go all the way to the floor). The traditional way was to rake out some vertical mortar joints at regular intervals, hammer wooden wedges in, cut the wedges level with the plasterwork and then nail the skirting to the wedges. It is not a bad way of doing things, but drilling and screwing is easier and just as good in my opinion.
