Our lime putty is going on!

Ev, what mix did you use in the end? Our builder's next job is laying the flags in the kitchen and I'm convinced he's going to get it wrong! He's on about using a wet mix of sand and lime (not sure what ratio) and also a wet mix for pointing. Really I don't want much pointing at all, the tighter the joints the better! Would I be right to tell him to bed on a dry mix and also fill in any gaps with a dry mix, then water with a hose? Or will watering stain the flags? The flags are new indian limestone (I know, I know but I just can't afford reclaimed Blue Lias!!) and they're between 1 and 2 inches thick with chamfered edges. Any help from anyone would be gratefully received. Thanks.

When I aksed this question I was given the wet reply, but to make the wetness to a degree that I liked using it.
Grouting was as you said as tight as possible so as little grouting as possible, but I didn't ask whether this should be wet or dry, assuming wet.
