Sorry Adam, this is not going to help one iota, but while searching for a suitably facetious reply to Middi, I stumbled across the following quote which was too apt for these forums to ignore:

Screwing sheets of plywood across several dodgy joists will make things stronger as the loads are more effectively distributed across several joists.
This is nothing to do with Building Regulations or tables of joist sizes but you can get a useful feel for the strength of a piece of timber by placing its ends on a couple of bricks and then jumping up and down on the middle of it. It may bounce but you may be surprised how difficult it is to break it - or how thin it has to be to break. Try this on the lawn in case you fall off. If you have an elephant...

The question has been answered already. I've seen thinner longer joists support stuff upto the roof without any noticeable bending of the ceiling. When your ceiling sags by 6" over 7' then you're in trouble in that it could collapse.
Board on the 4", and any further insulation can sit on top of the boards. Roll it back where you put goods, and goods will themselves trap air and insulate.
