It is in all our interests that Franny Armstrong's work is not curtailed by energy usage.

So, who decides which jobs/people are worthy enough to ignore the constraints being imposed on the rest of the population? Al Gore and Franny Armstrong are obviously exempt, but what about us peasants......where do we apply for our 'worthy pass' to ensure our own work is not constrained by energy usage?

It's been reported that growth in demand for the internet is so great that, as early as 2010/11, we may start seeing "grey-outs" on the web, due to undercapacity.

Undercapacity isn't a problem. There is still a lot of unlit fibre available to connect everyone up and data centres will be built as required. What is a problem is the financial justification for some services. Youtube make a gigantic loss at the moment and other similar high bandwidth sites have started to ban some parts of the world (Africa / South America etc) from accessing their sites due to the losses being made.

The idea of all of the internet being available everywhere as it is all connected up has long gone.
