Zinsser do, or did, a shellac based stain blocker although I believe they have a non shellac version now.

Shellac is more breathable than an alkyd oil finish, it is also very effective.

The issue is, any stain blocker has to have very high opacity and thus very high solids (level of pigments) This in itself will reduce permeability somewhat.

Due to shellacs' low viscosity and low build this is still probably your best bet as you would obtain the greatest obliteration power for the thinnest film thickness.

I did get good soot stain blocking results using a limewash with casein in, I think I got mine from Ty Mawr, but I'm sure other suppliers are available

alternatively... if you are applying white paint, simply buy 200ml of Mixol universal paint colouriser and dump up to 10% into your paint, will make it much more opaque.
