Zinsser do, or did, a shellac based stain blocker although I believe they have a non shellac version now.
Shellac is more breathable than an alkyd oil finish, it is also very effective.
The issue is, any stain blocker has to have very high opacity and thus very high solids (level of pigments) This in itself will reduce permeability somewhat.
Due to shellacs' low viscosity and low build this is still probably your best bet as you would obtain the greatest obliteration power for the thinnest film thickness.
