I think it always seems to be pamments in Suffolk, but can be pamments or pammets in Norfolk? If you say pamment in a good traditional Norfolk accent, it almost comes out as pammet anyway!
There is a lot of variation in pronunciation around here though. I'm guessing that Penners probably lives quite near the River Stour, and that he calls it the Stower. But if you go a few miles downstream, they all call it the Stoor.

Closest point of the Stour is Sudbury, about 6 miles away. But I confess I've never heard it called the Stoor, even when I lived in Dedham.

'Stoor' sounds more like a Norfolk version.

Norfolk daughter had a visit from a carpet measurer the other day, from a well-known department store. He had a real, old Norfolk accent - it was booderful.

It's refreshing that some parts of the country haven't yet been over-run by Estuarine English.
