There must be hundreds of thousands of traffic lights that use incandescent bulbs. Waiting a few minutes for the replacements to warm up could be problematical. Anyway I thought the new bulbs were not designed to be switched off and on continually.

The latest traffic lights use LED technology these days, as do many new cars. Switch-on/warm-up times are effectively instantaneous - indeed they are 'faster' than a filament bulb, as you can sometimes notice by comparing different vehicle brake lights.
CFLs do save energy after all the factors are taken into account, eg heating fuel offset, manufacture energy etc. They also release less mercury than is produced by generating power to run the equivalent filament bulb.
However replacing light fittings that dont take them also takes noticeable energy & money. Given there's no need to eliminate filament bulbs other than for political purposes, criminalising people for selling the bulbs (at a later date) seems a bit devoid of any form of moral quality.

Just to chuck in another related question, what about bathroom lighting?
From what I've read, CFLs have electronic components that will fail at high temperatures, so they can't be used in enclosed fittings.
Also, moisture will cause the CFLs to fail early won't it.
So what will we need to replace our current bathroom light fittings with?

My experience of CFLs in enclosed bathroom fittings is that cheap lamps fail very quickly, within a few weeks.
The better quality and more expensive last longer but most still do not last anything like 1000hrs let alone 5000.
