The floor is the ceiling in the cellar - so replacing the floor does address the issue.

That clarifies a lot. Any competent joiner can replace floorboards and replacing a few boards of odd sizes isn't an unusual task. You'll obviously have a difference in colour, so a professional sander will solve that by exposing fresh wood. I hope someone here knows someone local to you, but you might be better asking in local Facebook groups/Google reviews

I think they mention the staining had infiltrated the entire depth of the floorboard, which surprised me to be honest.
