Ah so this is at the bottom of the window and on the interior side? Are you going to be putting any new sill / window board on top of that existing wooden sill surface?

Whats the plan? Are you doing IWI onto the brick?

I'd definitely knock off that cement around the window ingoes (reveals) and redo with an insulating plaster now that you've got it exposed.

if it’s getting covered over that’s the type of void that I usually pack with sheepswool coated in clay / lime slip.
