As above, I've always assumed that legionella is present more or less everywhere but in low and therefore harmless concentrations (like most bugs really). Although they will multiply in warm water, if weekly pasteurisation is deemed adequate in AMc's system then I would guess that a pipeful should be safe enough because the water would typically be drawn off and replaced at least daily, so dangerous concentrations would be unable to build up.
This also makes sense in the context of Penners' observation about cold taps frequently running warm for a short while because of pipework running in parallel, which is surely commonplace throughout the land and quite independent of whether or not such pipes should be buried in a concrete floor, as the OP asked.
For those of a worrying disposition perhaps it would be helpful to run the taps for a short while after returning home from holiday but otherwise I wouldn't lose any sleep over it - but then I'm the sort of person who fills his bedside glass of water from the bathroom tap fed from the attic tank . . .
