I thought listing consent applications had to go before the Committee ie CO did a report recommending approval or refusal and the Committee made their decision.
My application didn't - the CO prepared a report which went to his senior (not sure of title) and he made the decision.
Is this normally the way it works? When does and doesn't a decision go to Committee level?
