One thought:
check the gardens near you in case you have Box Blight in your area. Monty Don * (Gardener's World) has had to replace his small box hedges hedges with yew for that reason. Both will take close clipping and yew, unlike many trees, will send out new growth from low down on the stem/trunk if the top has to be severely cropped.
Other mini hedging options include some small-leaved Hebes and some of the woody herbs (lavender/rosemary) but these require tighter control (pruning) to avoid them looking open and woody.
