It's very possible that consent MAY be given retrospectively (this is a complex issue in fact) but it's always best to ask before you make changes rather than after. The local authority always looks more favourably on sensible discussion before things are changed.
A like for like repair wouldn't have required consent, a change would. This is regarded as a change.
Woodworm could have had resin injected into the holes to strengthen the timber, although in a bad case it would I agree be a security risk.
