It depends what it is coiled around. For a plastic reel then no. If it was coiled around a metal former then you would have to worry about eddie currents. However, as the current flows in both directions down the cable, most of the effect will be cancelled out so it isn't something I would worry too much about.

10 amp reels are sold for 1 reason only - price. The major cost factor in any cable reel is the copper content, thinner cable = lower cost. 10amp reels are often sold aimed at the garden market, where for most applications 10amps is plenty. I don't like them, but the retailers demand them to achieve the price point they want. However 13amp reels sell overall in far, far greater quantity.
There are some truly awful electrical items on sale in some surprisingly large retailers. You get what you pay for I'm afraid.

Be aware that the same oveheat problem can also occur with vacuum cleaners in which the cable auto-retracts. Be sure to pull all the cable from the machine before running it.

Some items even ask you to have the original receipt, which after a few years will almost certainly have been discarded. There's usually a list of exclusions as well, for circumstances under which a claim is not valid - and I have seen one item that had a definition of the "lifetime" of the product as being 5 years in it's small print!
You can sometimes make use of them though - my mother-in-law bought a washing machine in the early 1960's that she kept going until about 5 years ago, using the "lifetime guarentee" - she did keep the receipt! It had many repairs for free. She finally admitted defeat when the drum rusted through.

Nice bloke on the technical support line agreed that having no earth pin wasn't good and immediately gave me a Freepost address to return it to so they could replace it free of charge.
10/10 to Masterplug for their first round of customer service. Now I just need to get it in the post...
