I don't believe any contractors are responsible for obtaining LBC (unless specifically asked to do so, I suppose). I'm not entirely sure if it's the leaseholder or the landlord that is responsible but the bottom line is that someone has to get LBC to make alterations to a listed building or a criminal offence is being committed.
Pford's advice looks good to me but it might be useful to mention the 'criminal offence' angle if there really is no LBC in place. Not in a threatening sense but in more of a "I'm-concerned-I-may-be-at-risk-of-criminal-charges-as-the-leaseholder-of-a-listed-property" sense. Hopefully that will get their attention.
