Im not an expert but I think you may need to reduce the concrete ground level, it might be bridging the dpc. I remember the airbrick was barely above ground.

Yeah, the airbricks are barely above ground but also above floor level (and original floor in the cupboard is lower still). Not enough cash to do that at the moment, so I'm just wondering if there's anything I can do in the meantime to stop things getting worse.
