LBC is maybe free for changing an interior layout, (sure someone will clarify) but for an extension it's not, according to the FAQ on that portal.

LBC is free. However, any extension to a listed building will also require planning permission, which isn't (whereas internal alterations will usually only need LBC.)

Thanks Gareth! It was an ambiguous moment on the online fee calculator what confused me. It was indeed the PP the fee was referring to, though it wasn't clear. Sorry to be thick.

When you download the full fee information it does indeed spell out LBC is free.
