No, many of us aren't lucky enough to have shutters

But where they are fitted and are original I agree they often are made to look like panelling. Not always though, I've seen some that just swing open into the room, not nearly as elegant.

I've never tried trickle vents. Can't do any harm.

Well, trickle vents installed and big difference, temp up to 17'C, RH dropped and massively reduced draughts.

Also moved curtains 2" further forward into the room to allow better circulation behind the curtains, mould has been removed and we shall see if it returns!
