Obviously the final decision is entirely up to ragingbull. In response to his request for ideas, I can only explain what I would do.
Personally, I wouldn't hang wall cupboards, the ones that go OVER the counter from 2 screws fixed into thermalite concrete blocks.
There is no need to worry about base units, the ones that stand on the floor under the counter
