No, a 20 watt CFL gives off as much heat as a 20 watt incandescent or a 20 watt halogen lamp.
The relevant figure is the wattage consumed by any lamp which should not be confused with "equivalent" light output.
It should also be pointed out that while an incandescent of any sort will tolerate high temperatures most CFLs will not.
Most CFLs will fail very early.
