I agree, and most local authorities will, if you submit a brief plan of the location & scale of the new building (doesn't have to be done professionally) send you a letter to say if you need PP. If you don't, it's useful to keep on file for if you come to sell the house.
The rules can be open to interpretation - with ours, as it is built on a hill, do I measure the ridge and eaves height at the front (lowest) or back (highest) part? Planning couldn't say! We had to get full PP anyway as it's only 1m in from our boundary.
