Most stone stair cases have nosing as part of the treads (no seperate metal nosing), I reckon that in the past ( 1900 -1950) the nosing was mullered off the damage repaired with cement mortar and diddy little bits of a linoleum were stuck down on it using tar. I rekon it will be a terrible job to resusitate these stairs, removing the cement render will only expose the broken front edges of all the treads. The only options I can see is to break out the treads and make good finally replacing the treads by fitting the new one on top of the old stone (not let into the wall) or having only the nosing machined up and epoxy gluing them onto the front edge of the existing treads with stainless steel pins inserted across the joint line. the trouble with this it that the top of your treads will be bellied from 300 years of wear and the new nosing won't be.

Maybe the pictures are really carp, but what you describe is not what I see. Cement mortar? Cement render? Where? It's just discoloured stone isn't it?
Tar- maybe - something black to stick on the metal nosings anyway.
I have photos of the stairs going way back, they looked just the same but were painted red with metal nosings. No lino.
I thought about having bespoke brass nosings, but I don't think it's the way to go.
I had a cheaper quick fix idea this afternoon. Sculpt blu-tack and create a nice smooth surface down the middle. Stick a runner on top.
Cheap, conservationist, and cosy, you have to admit!
