Councils in the main don't have people with historic buildings expertise crawling out of the woodwork. In fact some councils have none at all, but that's another issue. So no, it's not likely that a planning officer or a BCO can substitute.
People are entitled to holidays and it is the holiday season... I am very surprised that you paid builders to be on site before all aspects of the work were agreed, as per the conditions. I am also surprised that you hadn't sorted out a date in advance, in the busy schedule of a council official instant visiting may not be possible.
Like for like - minor repairs, anything major check with the local authority before carrying out.
