Assuming that construction date to be correct it pre-dates the introduction of portland cement and concrete into the UK by about 50 years so that leaves just a couple of options. One being that a stone footing was laid to the front of the house as either a functional or decorative feature, and echoed in the stone sills and lintels seen around the door and window frames, and perhaps not carried through to the rear of the property. Alternatively, a render could have been applied at any point afterwards, again as a decorative or functional feature, and could be either a lime or cement based render depending on when the work may have been done. Oftentimes this kind of work was done to hide spalling of the underlying brickwork and to protect it from further weather damage that could ultimately threaten the structural integrity of the house.
The only way to find out what you're dealing with is to take some of it off to find out what its made of and perhaps to take it all off to find out if there has previously been any significant damage to the brickwork.
