I don't believe him - I think he reported back to his boss, described the windows, and was told that there was no way they'd get permission to rip them out. Time will tell.
However, we've decided that we really should have the windows properly draught-proofed and are in the process of researching specialist firms. At the moment I have beside me literature from: Ventrolla (recommended by an acquaintance who paid £3-400 per window); Sash Window Solutions (www.sashws.co.uk); and The Sash Window and Door Company Limited (FENSA reg.) All make claims about their expertise, but then they would, wouldn't they?
