From Article "After 14 years as a health service manager,........... The year-long diploma course involved a combination of home study and trips from his home in Brighton, Sussex, to Manchester University.
............ He is now qualified to issue home condition reports on the state of a house from chimney stack to drain."

A former Health Service Manager -

Because we all know what great shape the health service is in since it overhauled it's management structure approx 15 years ago!

What's he done? - waited until he's done all the damage he possibly can in NHS and now he's coming to start on property sector.

I'm tired of individuals who read a book, tick a multi guess exam paper, collect a ticket/certificate and think they are an instant expert.

Perhaps he can get a summer job 'til August - there's some great books on the market to send him on his way "lifeguard in a weekend", "The complete community policeman", "Firefighting for beginners" - he could add to his skills base and provide yet another valuable service for the community!

And the bit where we are supposed to feel sympanthy for this guy because he is the father of a 6 year old - Why? - we've all got kids? - he could spend the summer holidays bonding with his son - what a fabulous opportunity.

Chuhhh - some people !

But that's not his fault. It's the fault of the system that allows him to be regarded as an expert, despite minimal, insufficient qualifications. All he has done is follow the rules of the system.

Those at fault are those who set up the system. The Government.

'the state of a house from chimney stack to drain."

Well, maybe in a short space of time he can diagnose what's wrong with my chimney (only noticeable if the fire is lit...) and look at my septic tank in depth...

Neither things would show up on one of these reports. It's a farce.

Watching Roof Kelly on TV yesterday was even more embarrassing than Deliha Smith shouting on the pitch up in Norwich!

What a farce, what did we expect from this shower of £$%^.

Reassurances from Roof, eh? Bit like the promise of a nice haircut from Sweeney Todd.

Still no indication of how they will deal with the loophole so amusingly identified by Biff:

I'm no great fan of having our laws determined by the EU, but it seems ironic that the EPC - imposed by EU directive - is being generally regarded as 'a good thing' whereas the other HIP requirements - imposed by our dear government - are being generally regarded as unwanted and, now, completely unenforceable.

Bad policy is one thing but bad law smacks of incompetence and should be completely unacceptable. Why are the people responsible still in their jobs - do they have no shame? **

**Silly question really

Possibly because those responsible haven't been votred out - although my experince is that any other lot voted in will make just as many cockups.

Loopholes in the HIPS legislation? What startling news.

In the same vein, I understand that the earth isn't flat.
