Window description - all bar types without night fence

In the listed building consent given to a house I'm hoping to buy it says that the windows must be "horizontal bar or all bar types without night fence". Can anyone explain what this means? I'm particularly struggling with the second window option.

Thanks Nigel. I have however, just spotted my solicitor's mistake. The original listed building consent document (which i now have) refers to a Night VENT, not a night FENCE. That makes a lot more sense!
