It's very surprising to see that houses built in the 1990's have almost exactly the same heat leakage as those built in the 1970's.

Surely not, sounds a lot to me. It's meaningless unless they quote the pressure difference. It's only an indication of the heat loss due to infiltration/lack of draught-proofing and depends on how many open fires, gaps between floor boards, under skirting boards, etc.. A timber framed house would probably be tighter in winter. It's a requirement of the new Building Regulations, but I think for new non-domestic. Blower door/air leakage tests have been around for a long time in Canada & the US.

I'll have to look it up now.
