Do I understand that you want to run up and down these stairs in bare feet? 
seriously, what about the nosing? If the insulation is too thick it will alter the rise and going of each step. The best I can suggest is to make good the surfaces so they are more or less flat and glue on rubber from a roll. This is because I am guessing that you have nosing and flat board material will be a PITA to fit. If you have not got any nosing then what you need is a thin load bearing foam covered by a thin load bearing/spreading board for the treads. I would google "structural foam" or such like. I have come across blue foam on building blocks that is VERY tough, this with a 1/4" ply facing I am sure would do for this task.

Not as worn as this are they?
But seriously - just checking to see how the stairs are constructed. Mine are just solid blocks of stone built into the walls rather than nicely dressed treads and risers. Like yours, the cellar steps are directly below the main stairs.

Just remembered.
My neighbours in the terrace have, of course, the same stone stairs as in my house. Except, for some reason they've been overlaid with a timber staircase.
Perhaps due to the original stairs being too uneven, but I doubt it. This is very hard grit-stone and my stairs are in good condition. Or maybe to alleviate the cold of the stone and make it easier to carpet?
Anyway - their stairs creak and mine don't (just my knees).
Not sure how the timber treads and risers were fixed to the stone, or how long ago it was done. Possibly they've screwed battens to the stone and nailed the timber onto that.
Franks suggestion is perhaps not too far removed from what my neighbours have done, except with modern materials.
