On lifting floor boards I have found plastic membrane with oversite concrete throughout, with sweating / water droplets visible on the underside of some of the membrane. I’ve had a couple of surveyors look at it and I’m getting conflicting advice. One is saying leave as is as it prevents any vegetation growth under the floor; whilst the other advises to remove both oversite concrete and membrane to allow evaporation from the ground. I can see benefit of both views but not sure which is best for protecting property and would welcome the experience and views of forum member who have had similar decisions to make. Thanks.

How you checked the moisture content of the timbers? If they are correct and no signs of damage it would suggest there's no real problems.
Normally a concrete oversite wouldn't have a DPM on top. Nowadays, although timber floors aren't common in newbuilds, the oversite is higher than the external ground levels unless a drainage system is in place.
Provided you have a decent air cross flow I'd leave the concrete. It's the way floors were done from the 30's on.

How did you get to see the underside of the DPM if it's under the concrete?
Have you got enough ventilation?
