The rules get tighter on the target U values in October 2010 but the basic rules continue to apply - repairs to less than 25% and it's "reasonable" to do nothing, more than that and it's not. *Not that insulating is silly , its just that my pockets would find it pretty impossible to fund such an indulgence.
My neighbours were caught by this and had to add insulation to the inside of their stone walls.
