Replacing a sole plate?

If you were to replace a sole plate , about 5' long and scarf in 500mm of new timber to the bottom of three studs do you need to get BC involved?
The entire project is less than 25 percent of the entire wall.

I think that would classify as a repair.

Suffolk Coastal BC weren't interested when we replaced ALL the sole plates. The CO kept half an eye on what was going on, but was helpful.
I would say "no".
