This stuff - http://www.dkimages.com/discover/previews/801/35033875.JPG If so, it isn't sticky in itself, so it would depend what glue they used with it. The more modern versions are slightly sticky, but not enough to stick a carpet down or to be any problems with removal. Are you sure it isn't double sided carpet tape you have found?
