What a very strange way of going about this. I can't imagine what a series of core holes would achieve.

Interesting to see that the brige was designed by Joseph Bazalgette. I didn't realise that he did any above-ground work!

He appears to have planning permission for the change of use, but no listed building consent:

I take that back. Further checking on Wandsworth's website shows that Listed Building Consent for the works was granted in November 2002:

Assuming the conditions were complied with and that the drilling is commensurate with what was given consent, and started on or before November 20 last, it would seem possible that no offence has been committed.

I think there may be more to this than meets the eye...
