Plaster over sandstone

Hi under my steps I have plaster over sand stone, some of this has cracked off, id like to repair this and paint over it, id like to use the space as a store room /pantry space.

What type of plaster should I be using here ?
What type of paint should I be using ? ( I'm guessing I should be using water based / breathable paint)
Is it ok to "seal" the sand stone first ? (with a breathable sealer)
Would it be best to leave the sand stone uncovered ?

Is it plaster that's there atm, or render? If you put a fragment in vinegar, does it fizz?

In vinegar it doesn't fizz

its indoors, it's under my stair case, I have 2 storage area's one I'm presuming was a coal bunker, I will use this to store tool's etc, the other I would like to use as a pantry / kitchen storage.
