I always worry, because I am an old cynic, that the old adage is often true - power corrupts and absolute power corrupts absolutely.
'Unfathomable' planning decisions get made, and have always been made, and one is often suspicious about what is really going on. I'm not sure human beings have yet been created who can make truly unbiased and uninfluenced decisions.
