I'm getting a bit nervous about Part L 1B of the building regs which appear to say that if you re-plaster more than half an external wall then you are required to apply for building regs and they may require you to hack all the plaster off and dry line and insulate to improve thermal performance.
I've ordered the Old House Eco Handbook which will hopefully give some clues about how this might be achieved without causing damp problems, mould, rotting the 17C timber frame etc.
In my case it is more of an issue because the building is undergoing a change of use (pub to house) and the same regs require the whole thing to be upgraded to modern regs - make everything mouldy and rotten and replace the horrid drafty 100 year old windows with some nice UPVC (I'm in a conservation area fortunately so can save the windows). There are caveats - they don't require anything that will damage the building, or will not achieve a 15 year payback.
How have these building regs worked in practice for those of you who have restored building recently? Do they cause real hassle or is possible to find sensible arrangements?
