I am not sure on this. When we applied for LBC for rendering the front of our house, we submitted several paint samples of the sort of colours we were thinking of. No comment or stipulation was made to them in the adjudication. Several years down the line the lower coats are complete and we have teased the village with small patches from "wild" sample pots. There has been comment from the neighbours on the mischievious colours, but no contact from the CO, how has passed the property while dealing with other projects in the vicinity.

butterfly, its dependent on your area and your local CO..but were we live the simple answer is YES they can, my next door had a running battle that lasted 2 years and cost him a very large sum of money when he lost his case

Thanks for your reply, but it was not clear, did you in fact paint your house the colour you wanted? I painted a listed building 'suffolk pink' with full permission in another county. It seems to depend on the planning officer only. Although I live in an area surrounded by coloured cottages - they seem not to want me to have the colour that is popular in the area, but is not in our village. Surely there is a civil liberties issue here? As it depends on different opi nions, in different Disrict Council, ergo. - A future planning officerf or one in a different area may have a completely different response.

Not yet: the LBC was granted only 6 or 7 years ago, and we are only 11 years into a two year project. We have completed the lower coats of lime and hopefully will get some of the top coat done this year. Expect to be ready to lime wash in 2011.(maybe)

Yes. Any work affecting the character of a listed building, which includes changing its colour, requires listed building consent.
Whether they actually do or do not extend this to painting tends to depend on the individual local authority, and on the extent to which the colours depart from the current situation. You'll find a hideous bright lilac on a listed building in my district, and we aren't doing anything about it, despite complaints.
There is only the same "civil liberties" issue as there would be if you wanted to knock your house down but weren't allowed to. And there are more local press stories about neighbours complaining when next door suddenly opt for lime green or deep purple than there are about people winning Human Rights Act cases after not being allowed to impose the results of their colourblindness on every passer-by. For example, in an area of predominant yellows and browns, pale blue can be a problem:

When we were discussing an application for LBC, covering various aspects of our Grade II house, I asked the CO whether I should include an official application to change the colour of the house (which is a rendered timberframe Suffolk property).
He told me that officially he could insist on an LBC application for this, but provided we weren't going to use a 'controversial' colour, he didn't feel it was necessary. If I was in any doubt, I could just call him to ask.
This seemed like a sensibly pragmatic approach. When you've made your colour choice, perhaps you could call your CO to see what he/she thinks.

A local shop had a battle with the council over choice of paint colour. The shop is grade II listed and in a conservation area. The refusal of retrospective consent is explained here http://www.northlincs.gov.uk/NR/rdonlyres/D604750E-C40B-4898-B52D-6FA576D9BCB6/4294/2003_1493.pdf Note that the shop had a petition of 120 signatures in favour, and one letter against. IIRC however, the colour has not changed (yet)

It will depend on the individual planning officer to a large extent, but the answer is yes, I have worked on hundreds of listed buildings and can tell you it doesnt happen very often but on a few occassions it has. Normally they will tell you what colours they will definately not allow but sometimes they will specify one colour and one colour only.
